When terminal servers are configured in Per User licensing mode, the technical verification process is much simpler than in Per Device licensing mode. The only thing a terminal server does in this case is verifying that it can find a license server. It is not even necessary that the license server is activated. Instead of Per User licenses only temporary Per Device licenses are issued in this mode.
This licensing mechanism is technically not able to prevent you from allowing too many users connect to your terminal servers. But you are legally supposed to purchase and activate the adequate number of licenses.
